Message Nissan calls it the Thermo Control Amp.
:From the 1994 FSM, page HA-14:
:"FREEZE PROTECTION
:
:If evaporator coil temperature drops below a specified point, the TCA interrupts compressor operation. When evaporator coil temperature rises above the specification compressor operation will resume. This condition (compressor cycling) indicates a malfucntion in the system."

That is contrary to this link, which indicates a TCA controlled system is supposed to cycle:

FWIW, I converted my system to R-134a with the exception of the TCA, and my evaporator regularly freezes over. I've been meaning to install a TCA to prevent this.

It definitely sounds like yours is reading too low. Hopefully changing it will fix your issue
